A black swan event, a phrase commonly used in the world of finance, is an extremely negative event or occurrence that is impossibly difficult to predict. In other words, black swan events are events that are unexpected and unknowable.

If they are like most new drugs, they are not ready for use in any market. They are not adequately tested, and have too many bad side effects.

Thanks, and indeed. For me it is an embarrassment having worked in this industry for 45 years. In the early years, it was a joy to a part of a truly American enterprise with all American railcars. For me, it started in 1982 when SEPTA ordered new subway cars from Kawasaki. They were bult well and if my memory serves me well, on time and budget. Nevertheless, that was a watershed moment that opened the flood gates.

Good article. Why do you put investment in quotes? Whether the ultimate purpose, it is still an investment in a plant and it will provide jobs.

Excellent question and I should have included an explanation. First what you note is true, like providing jobs. However, in an era of globalization, foreign direct investment has become a common avenue for businesses. They seek to expand their operations beyond national borders. Concerns arise about the sustainability and security of foreign-owned factories. Thus, they establish themselves in a "hollow" investment environment. There, the connection between the business and the local community is tenuous. My essay explores the transient nature of foreign-owned railcar factories in these environments. It also delves into the associated security concerns. That is why I placed investments in quotes. Of course, I have to be honest with myself: US businesses have done the same thing as other nations. I detest globalization (New World Order).
